ATHLETIC ELIGIBILITY RULES When you become a member of an interscholastic athletic team at your high school,you will find that both your school and the IHSA will have rules you must follow in order to be eligible for interscholastic. sports participation.The IHSA's rules have been adopted by the high schoofs, which are members of IHSA as part of the association's constitution, and by-laws and must be followed for all interscholastic athletic competition in any member high school. Your high school may have additional requirements, but they may not be less stringent than these statewide minimums. The principal of your school is responsible to certify the eligibility of all students representing the school in interscholastic athletics. Any question concerning your athletic eligibility should be referred to your principal, who has a complete copy of all IHSA eligibility rules, including the Association's due process procedure. If your principal has questions or wishes assistance in answering your questions, contacts should be made to the IHSA office.
Information contained here highlights the most important features of the IHSA by-laws regarding your athletic eligibility. It is designed to make you aware of major requirements you must meet to be eligible to represent your school in interscholastic athletics if you violate IHSA by-laws. Therefore, it is extremely important that you review this material with your parents,your coaches and your athletic director to thoroughly understand the IHSA eligibility by-laws and how they relate to you.
WAUKEGAN CODE OF BEHAVIOR The goal of our athletic program is to develop the physical skills of our athletes so as to allow them to compete in excellent fashion within the Board of Education policies and the by-laws of the Illinois High School Association. As a high school we must include certain philosophical beliefs, which are consistent with good sportsmanship, leadership and appropriate moral conduct.
Knowing the expectations and goals of an athletic program are the keys toward realization and fulfillment. You should understand that this code does not contain a complete list of inappropriate behavior as a Waukegan athlete. Suffice it to say that in addition to those listed, our athletes will be expected to demonstrate excellent conduct in the classroom, in the, community and on the field of athletic competition. Nothing less will be tolerated.
- There shall be no use of alcoholic beverages during the season of sport or in off-season.
- There shall be no smoking or use of any such substances during season or off-season.
- There shall be no use of drugs, unless prescribed by a physician, during season or off-season.
- An athlete suspected of abusing these rules will be referred by the coaching staff or faculty member to the principal and athletic director. A conference with the student's parents will be mandatory. The student's parents and/or students who are 18 years of age or older will, by agreement in advance, express their willingness to be informed of any suspected drug use. If the parents, student, if 18 or older, and the school officials agree, an appropriate test will be made. The student will be given strict privacy in obtaining a urine sample. Other tests may be performed by a physician acting on the request of the student, parents and school officials.
- Results of the tests must be kept confidential, except in disciplinary proceedings. Coaches may privately be informed of test results by the athletic director.
- In any event that a search authorized by this policy results in the discovery of a contraband or illegal substance, firearm, ammunition or incendiary device, or any other thing which would lead a reasonable person to believe it could cause serious injury or harm to the property or person of another, such item and the evidence associated with its discovery, ownership and use shall be transmitted to applicable law enforcement authorities and notice of the same shall be transmitted to the student and his/her parents or legal guardian.
- Any violation of this athletic training code will result in the following action by the principal, athletic director and coach.
FIRST OFFENSE A minimum of one week and maximum of two weeks suspension from date of reported violation by the coach or responsible person. If this first offense occurs during the off-season or during the summer months, suspension will begin from the starting date of the season in the sports in which your child will participate. SECOND OFFENSE Suspension from sport presently participating in for remainder of that
season will be reported to parents by the coach or athletic director.
THIRD OFFENSE Suspension from all athletics at Waukegan Schools for one calendar year after violation has been reported to the coach or athletic director. FOURTH OFFENSE Permanent suspension from all athletics at Waukegan High School.
- All athletes and parents are to be given copies of the Athletic Training Code within one month following the adoption of this policy. As soon as this mission has been completed, the policy will take effect on the first day of the following month.
- School officials and athletic personnel in finding help in overcoming the drug or related problem will assist any athlete who fails the test or tests as provided in this policy.
